Accountability and Transparency

I will immediately request a State Law Enforcement Standards audit of all Sheriff’s Office operations, to include personnel, training, and compliance with Arkansas Jail Standards

o   The findings of these audits will be publicly posted to the Sheriff’s Office website

o   My Team and I will identify the most critical issues and correct them in a prioritized manner

I will post a monthly Sheriff’s Office expenditures list on the website so you can see how we are spending your money

I will require all employees, including myself, to read and sign an “Oath of Ethics” which will be published on the website

I will create an agency climate of mutual respect and professionalism through proven leadership principles, high expectations, and employee training and empowerment

I will seek new law enforcement technologies that will reduce costs for the taxpayer and improve services for the community

 Enforcement Priorities

I will publicly announce and sign a Sheriff’s memorandum for all employees stating that it will be the policy of the Lonoke County Sheriff’s Office to prioritize the protection of children and victims of sexual assault 

o  Assign an investigator to the Internet Crimes Against Children Task Force

o  Ensure that training, policies, and procedures reflect the most current best practices for the response and investigation of these sensitive crimes

o  Properly register Lonoke County sex offenders and conduct frequent, unannounced home visits 

o  Deliver effective community sexual offender notifications

o  Aggressively investigate and seek prosecution for sexual offenders who fail to meet the conditions of their release

I will ensure that all personnel are properly trained on the most current criminal evidence identification, documentation, handling, recovery, chain of custody, and storage procedures 

I will support the School Resource Officer (SRO) and the Commissioned School Security Officer (CSSO) programs with training and resources and partner with our school districts to protect our children

I will partner with local, state, and federal agencies to address the scourge of illegal drugs in Lonoke County and aggressively investigate drug trafficking

I will assign an Agricultural Crimes Investigator for cases that impact our farming and ranching communities and establish a “Farm Watch” program 

I will lead the effort to coordinate area law enforcement, fire service, emergency management, and EMS agencies’ training and response to incidents of natural or man-made disasters, such as active shooter events

 Detention Center

I will lead a comprehensive review of all jail operations, including staffing, personnel, and facilities, to ensure that security, safety, and conditions meet current Jail Standards requirements and best practices  

o   Review all special jail programs for effectiveness and efficiency

o   Keep effective jail programs that provide opportunities for inmates to overcome their circumstances and reduce the likelihood of them re-offending

o   Seek non-county funding sources to pay for jail programs
